WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.

To support the system-wide implementation of the zero-tolerance policy, the Director-General has decided to adopt the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.


Job Summary

The Finance officer is reportable to the WDIO Finance Manager. The following items are the main responsibilities of Finance Officer:

Duties & Responsibilities

Maintain financial files for all accounting records, vouchers, disbursements, payments, and other supporting documents.

Calculate and make payments for salaries, allowances, and travel expenses to staff members involved in the project.

Keep a regular cash book & bank statement record and be ready to report immediately on budget status.

Prepare payments for the procurement of materials, equipment, furniture, and stationery for the project on a timely basis.

Payments of stipends for trainees on a timely basis.

Be responsive to the orders issued by the supervisor on project-related issues.

Prepare financial reports as needed by the contracts.

Prepare the budget for the next Program if such a budget is requested.

Assist in Planning and organizing the transportation system for the project.

Plane and organize the maintenance of the project environment considering high standards of sanitation and hygiene.

Maintain an orderly system of files for correspondence, reports, and contracts-related documents.

Provide cell phones and rechargeable cards as needed.

Ensure that everything is time-bound and available before it is needed.

Job Requirements

The applicant must have a university or equivalent degree from a recognized Institute in BBA, Accounting/Finance, or a related Field.

Understand and have enough information about the financial management, procurement, and Tax Law of IGoA.

Excellent knowledge and experience in office packages.

At least 3 years working experience in Finance/Operation.

Excellent writing and speaking of Pashto, Dari & English

Excellent interpersonal, communication, teamwork, & presentation skills are required. Ability to communicate effectively & maintain rapport with all levels of employees is required. Excellent computer skills- Word, EXCEL, PowerPoint; plus the ability to quickly learn various reporting systems is required.

Must read the Safeguarding Policy and either sign the Safeguarding Code of Conduct that is consistent with or references this policy and Safeguarding Code of Conduct.

Must read PSEA and Anti-harassment policies and either sign them

Ensure that all the staff, partners, and vendors selection process adequately implant PSEA, Anti-harassment Safeguarding Policies commitments.
